National Readiness Assessment Stakeholder Workshop a Success

The Project Management Office (PMO) of the Ministry of Planning, Housing and the Environment hosted a “Stakeholder Workshop: “Vision 2020 National Readiness Assessment” on Friday 15th February 2008 at the Calypso Lounge of the Crowne Plaza Hotel, Wrightson Road, Port of Spain (9:00 am. – 5:00 pm).

The workshop was initiated on the premise that the PMO has recognized that “effective transformation must have the sustained commitment and support of the public sector agencies responsible for direct implementation of Vision 2020, as well as private sector and civil society stakeholders”. As Trinidad and Tobago continues to pursue its long term development plan, embodied in Vision 2020, there must be continuous review, refining and focus, one where we are aspiring to be.

February 15th Stakeholder Workshop at the Crowne Plaza Hotel

In September 2007, the Programme Management Office (PMO) completed a draft report of the“Vision 2020 Readiness Assessment Survey” conducted between March and June 2007. This survey involved over 150 face to face interviews with senior public officers across the public sector to determine:

• Perceptions of Vision 2020; and

• Adequacy of existing capacity and systems for implementing results based management across the public sector.

In order to incorporate the views of a wider cross section of the public sector, the PMO will host a one (1) day workshop on Friday 15th February, 2008 at the Crowne Plaza Hotel, Port-of-Spain.

The primary objectives of the workshop will be to:

• Present the findings of the Vision 2020 Readiness Assessment;

• Facilitate stakeholder feedback on the recommendations;

• Discuss the implications for establishment of a system of results based management; and

• Develop an action plan on the way forward.

The agreed way forward will be documented by the PMO and submitted for Cabinet approval by March 31st 2008.

PERFORMANCE INDICATOR WORKSHOP FOR INFRASTRUCTURE

The Programme Management Office of the Ministry of Planning, Housing and the Environment, hosted a, “Performance Indicator Workshop for Infrastructure” on Wednesday January 9th, 2008 at the Grande Riviere, Courtyard, Marriott.

In keeping with the Ministry’s mandate, this workshop facilitated the development of frameworks for evaluating and measuring performance as well as development outcomes of programmes and projects while building a comprehensive system of performance indicators.

The workshop themed “Working Towards Managing for Results” was facilitated by Mr. Shawn Grey, Director of Corporate Planning and Performance Monitoring in the Ministry of Transport and Works, Jamaica.

At the Workshop, the following issues were discussed:-

  • Introduction to Results Oriented Government,
  • Developing Performance Indicators & Benchmarks for Infrastructure Development Projects,
  • Monitoring & Evaluating Performance Indicators Jamaica Experience,
  • Developing Transport Infrastructure Indicators,
  • Developing Works Infrastructure Indicators,

    Launch of the Monitoring and Evaluation Networking Forum

    The Programme Management Office of the Ministry of Planning Housing and the Environment launched its Monitoring and Evaluation Networking Forum (M&ENF) on December 14th 2007 at the Ocean Pearl, Pier II, Chaguaramas. This initiative is in keeping with the Ministry’s mandate to facilitate the exchange of information and build capacity in monitoring and evaluation and is also a critical component to institutionalization of results based management in public services.

    The theme of the inaugural meeting of the M&ENF was “Vision 2020: Learning and Adapting to Achieve the Vision”. The feature address was delivered by Senator, the Honorable Tina Gronlund-Nunez, Minister of State in the Ministry of Planning, Housing and the Environment. At the Forum, the following issues were discussed:

    Vision 2020: The power of fore sighting. (Facilitated by Mr. Ian Ivey, Niherst, Consultant)

    The Vision 2020 National Strategic Plan and the Operational Plan: Where do we go from here?

    The Logic Model.

    There was wide representation from Ministries and Departments across the public sector. Agencies present included - the Ministries of Health, Works and Transport, Finance, Social Development, Public Administration, Education, National Security, Sport and Youth Affairs; the Tobago House of Assembly; the Service Commissions Department; and the Personnel Department.
